Robert Bales, P.Eng., LL.B. is a construction adjudicator, engineer, arbitrator and lawyer (no longer in active practice) doing adjudication claims under the Ontario Ministry of Transportation – Ontario Road Builders Referee Process, and the Ontario ODACC process. He has done over a dozen MTO-ORBA files, including Covid and other complex delay claims with high complexity and claim values, since the program began five years ago. Over several decades, his ADR files include civil and structural claims, municipal water and sewer, subsurface claims and numerous residential matters.
Rob contributed to the development of and has successfully completed the first ADRIC-RICS Construction Adjudication Training Program, and he continues to engage in adjudication planning with several provinces through the ADRIC-RICS Construction Adjudication Working Group. Rob has built over 600 homes and has long been involved in construction materials manufacturing, worked as a contractor and a sub-contractor, and has represented both owners and builders on-site and in many development projects.
